There is nothing I love more in any game than a large base of player-created content (PCC). Done right, PCC can provide an almost limitless amount of content that the game developers don’t even need to blink at to produce, which will keep players continually coming back for more. Atari has just released it’s much-vaunted “Foundry”, an in game tool which allows players to create their own Episodes for Star Trek Online. Everything I’ve seen so far from this has been amazing, and if this tool was in when I played, I’d likely still be playing…
An eccentric millionaire bent on world domination, or at least trying to find happiness and ponder the existentialism-… oh who are we kidding he's just an evil eccentric who wants to take over the world while having an amazing time playing whatever games strike his fancy. Known amongst the Blizzard community as "The Dreadmist Man".

I have made some missions using it and I have to say I like it a lot. It gives you a lot of freedom to create missions that you would like to see, you want more diplomacy you got it, want more diverging story lines you can do it, feeling neglected as a Klingon make some missions. Now that being said I still love the featured episodes they have done but I like the option to create whatever I want if I am in the mood.
So basically, it’s the producers saying that they couldn’t produce proper Star Trek, so they let the players do it for them?
hehe… they did the same for City of Heroes so basicaly you’re right !
